The UK and US have secured a important bilateral deal that will preserve zero duties on UK pharmaceutical exports being sold in the US market.

Key Provisions of the Deal

As part of the deal, the UK has committed to increase expenditure on pharmaceuticals through the public health system. This commitment guarantees that tariffs on these key goods will be held at nothing for a duration of three years.

This development comes after previous warnings to significantly raise tariffs on patented pharmaceutical imports, with figures floated as high as one hundred percent.

"This deal with the Britain bolsters the international landscape for new treatments and brings much-needed fairness to transatlantic drug exports," an announcement noted.

Commercial Impact

Medicines are one of the the United Kingdom's largest exports to the US, which is easily the biggest destination for major companies like GSK and AstraZeneca.

Statistics reveal that in the year leading up to September, the UK exported drugs worth over eleven billion pounds to the US. This figure accounted for nearly one-fifth of total UK exports in that period.

"This guarantee protects work, increases capital expenditure and facilitates the UK to become a global hub for medical research," the Business and Trade Secretary commented.

Key UK Commitments

The deal includes several notable pledges from the UK:

  • Revised Affordability Limit: The UK will raise the affordability limit at which it deems new treatments to be unaffordable by twenty-five percent.
  • Boosted Medicine Funding: There is a aim to double overall NHS spending on treatments from 0.3 percent of Gross Domestic Product to 0.6% over the following ten-year period.
  • Payback Limit: The amount manufacturers must refund to the NHS to prevent overspending will be limited at 15%. In the past, rebates topped twenty percent.

Broader Context

This agreement takes place against a ongoing dispute between the drug companies and the ministers over spending levels and regulatory access.

These tensions were intensified by claims that US customers were charged significantly more for the same drugs than consumers in the other developed nations.

Recently, several large pharmaceutical investments in the UK have been halted or scrapped, while multi-billion-dollar funding commitments have been pledged toward US facilities.

One official acknowledged that the NHS had to increase expenditure on treatments, noting that its expenditure on drugs had shrunk as a share of its total funding over the past decade.
