The French Political Permacrisis: The Beginning of a Fresh Governmental Era
Back in October 2022, when Rishi Sunak assumed office as the UK's leader, he was the fifth consecutive British prime minister to take up the role over a six-year span.
Triggered in the UK by Britain's EU exit, this represented exceptional governmental instability. So how might we describe what is occurring in the French Republic, now on its fifth premier in 24 months – with three in the past 10 months?
The latest prime minister, the recently reappointed Sébastien Lecornu, may have gained a brief respite on that day, abandoning Emmanuel Macron’s key pension reform in return for support from Socialist lawmakers as the price for his administration's continuation.
But it is, at best, a short-term solution. The EU’s number two economic power is locked in a political permacrisis, the likes of which it has not witnessed for decades – possibly not since the establishment of its Fifth French Republic in 1958 – and from which there seems no easy escape.
Minority Rule
Essential context: ever since Macron called an ill-advised snap general election in 2024, France has had a hung parliament split into three opposing factions – the left, far right and his own centre-right alliance – none with anything close to a majority.
Simultaneously, the nation faces twin financial emergencies: its debt-to-GDP ratio and budget shortfall are now nearly double the EU threshold, and strict legal timelines to approve a 2026 budget that at least begins to rein in spending are approaching.
In this challenging environment, both Lecornu’s immediate predecessors – Michel Barnier, who served from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were ousted by the assembly.
In mid-September, the president appointed his trusted associate Lecornu as his latest PM. But when, a little over two weeks ago, Lecornu presented his government team – which proved to be much the same as the old one – he faced fury from both supporters and rivals.
To such an extent that the following day, he resigned. After just 27 days in office, Lecornu became the shortest-lived premier in modern French history. In a respectful address, he blamed political intransigence, saying “party loyalties” and “certain egos” would make his job virtually unworkable.
Another twist in the tale: shortly after Lecornu’s resignation, Macron requested he remain for another 48 hours in a last-ditch effort to salvage cross-party backing – a task, to put it gently, filled with challenges.
Next, two of Macron’s former PMs openly criticized the struggling leader. Meanwhile, the far-right National Rally (RN) and leftist LFI declined to engage with Lecornu, vowing to reject all future administrations unless there were early elections.
Lecornu persisted in his duties, talking to everyone who was prepared to hear him out. At the conclusion of his extension, he appeared on television to say he believed “a path still existed” to prevent a vote. The president’s office confirmed the president would appoint a new prime minister two days later.
Macron kept his promise – and on that Friday appointed … Sébastien Lecornu, again. So this week – with Macron helpfully sniping from the sidelines that the nation's opposing groups were “fuelling division” and “solely responsible for this chaos” – was Lecornu’s moment of truth. Would he endure – and is he able to approve the crucial budget?
In a critical address, the 39-year-old PM outlined his financial plans, giving the Socialist party, who oppose Macron’s unpopular pension overhaul, what they were expecting: Macron’s key policy would be suspended until 2027.
With the right-wing LR already on board, the Socialists said they would refuse to support no-confidence motions tabled against Lecornu by the far right and radical left – meaning the administration would likely endure those ballots, due on Thursday.
It is, however, by no means certain to be able to pass its planned €30bn budget squeeze: the PS explicitly warned that it would be seeking more concessions. “This,” said its leader, Olivier Faure, “is only the beginning.”
A Cultural Shift
The issue is, the more Lecornu cedes to the centre-left, the more opposition he'll face from the right. And, like the PS, the conservatives are themselves divided over how to handle the new government – some are still itching to topple it.
A look at the seat numbers shows how difficult his mission – and future viability – will be. A combined 264 lawmakers from the far-right RN, LFI, Greens, Communists and UDR want him out.
To achieve that, they need a 288-vote majority in parliament – so if they can convince only 24 of the PS’s 69 members or the LR’s 47 (or both) to vote with them, Macron’s fifth unstable premier in two years is, similar to his forerunners, finished.
Most expect this to occur soon. Even if, by an unlikely turn, the dysfunctional assembly musters collective will to pass a budget by year-end, the prospects for the government beyond that look grim.
So does an exit exist? Snap elections would be unlikely to solve the problem: polls suggest nearly all parties except the RN would lose seats, but there would still be no clear majority. A new prime minister would face the same intractable arithmetic.
An alternative might be for Macron himself to step down. After winning the presidential election, his successor would dissolve parliament and hope to secure a parliamentary majority in the following election. But this also remains unclear.
Polls suggest the next occupant of the Elysée Palace will be Marine Le Pen or Jordan Bardella. There is at least an odds-on chance that French electorate, having chosen a far-right leader, might reconsider giving them parliamentary power.
Ultimately, France may not escape its predicament until its leaders acknowledge the changed landscape, which is that clear majorities are a thing of the past, absolute victory is obsolete, and negotiation doesn't mean defeat.
Many think that cultural shift will not be possible under the country’s current constitution. “This isn't a standard political crisis, but a crise de régime” that will endure indefinitely.
